The comprehensive zoning plan and regulations for the city were
adopted to protect and promote the public health, safety, morals and welfare
and to provide the economic and social advantages which result from an orderly,
planned use of land resources. The
complete zoning code is found in Title 16 of the Santa Paula Municipal Code, which
can be reviewed at the Planning Department office.
Such regulations are designed and intended to promote and protect the public health, safety, and welfare of
the people of the City of Santa Paula; to safeguard and enhance the appearance and
quality of development of the City of Santa Paula; to provide for the social,
physical, and economic advantages resulting from comprehensive and orderly
planned use of land resources; to conserve, stabilize, and
protect the value of property in the City of Santa Paula; to provide adequate
improvements and utilities in the City of Santa Paula; to divide the City of Santa
Paula into zones of such number, shape, and area as may be deemed appropriate
and necessary to carry out the provisions of this Development Code and provide
for its enforcement
and to encourage, guide and provide a definite plan for the future growth and
development of the city based on the city's general plan and adopted
elements.
