2008 Housing Element Update

 
The City of Santa Paula is currently updating the Housing Element of the General Plan. Because the Housing Element of the General Plan plays such a key role in planning for the housing needs of all economic segments of the community, it is required by state law to be updated every 6 years All Cities in the region including Santa Paula are required to have the Housing Element adopted by June 30, 2008.The City of Santa Paula has prepared a draft of the 2008-2014 General Plan Housing Element. A copy of the draft Housing Element is also available for review at the City of Santa Paula Planning Counter located at 200 S. 10th Street; and at the Blanchard Community Library at 119 N. 8th Street in Santa Paula. A paper copy or a CD of the draft Housing Element may also be purchased at the Planning Counter for $10.

Two public hearings will be held regarding the 2008-2014 City of Santa Paula General Plan Housing Element Update:

  • Planning Commission Public Hearing: Tuesday, June 10, 2008, at 6:30 p.m., in the City Hall Council Chambers, 970 Ventura Street

  • City Council Public Hearing: Monday, June 16, 2008, at 6:30 p.m. in the City Hall Council Chambers, 970 Ventura Street


The draft Housing Element will be presented to the Planning Commission and City Council at their respective meetings for consideration. If recommended by the Planning Commission and approved by the City Council, the draft Housing Element will be forwarded to the California Department of Housing and Community Development for review and certification in accordance with State law.

In accordance with Section 15075 of the California Environmental Quality Act, the Planning Commission and City Council will also consider a Negative Declaration prepared for the project. The Negative Declaration found that the proposed amendments as set forth in the draft Housing Element would not have a significant effect on the environment.

All interested persons are invited to be present and to testify at the public hearings. Anyone who seeks to challenge the decisions of the City Council in court with respect to these matters may be limited to raising only those issues raised at the public hearing described in this notice or in written correspondence delivered to the City during or before the public hearing. The draft Housing Element, the proposed Negative Declaration and all documents related thereto are available for review in the Planning Department Office, 200 S. 10th Street.
