- Co-sponsored Fourth Annual Ventura County Housing Conference.

Wing”) and declared him a Santa Paula resident
- Held joint meeting with Santa Paula Union High School District Board of Trustees
to discuss issues of concern
- Held meeting with Santa Paula Union High School District Board of Trustees
and Santa Paula Elementary District Board of Education and adopted resolution
committing to master planning of 80 acres for community and educational purposes
and called on Ventura County Community College District to join in planning
effort
City Administration
- Negotiated an agreement between the City, The Mill Inc. and Ventura County
Transportation Commission for transfer of The Mill building and property to
the Transportation Commission.
- Adopted “Council Policy No. 10 – Guidelines for City Council/Labor Discussions”
- Declared two local emergencies in February pertaining to flooding and flood
damage in the community
- Approved use of Council office for office hours by Assemblymember Audra Strickland
- Completed revision of City Personnel Rules.
- Completed revision of Employee-Employer Relations Resolution
- Conducted City Council Teambuilding Workshop
- Successfully negotiated new employment Memorandums of Understanding with all
City bargaining units

- Provided façade loan for Santa Paula Coffee Company
- Assisted in the location of Applied Silicone and Calavo Avocados Inc. to Santa
Paula creating 150 new jobs
- Loaned Glen Tavern Inn $46,000 for improvement to their restaurant
- Adopted new brand for City
- Presented Economic Development Forum for interested businesses with 75 attendees
- Adopted and implemented a redesigned housing preservation program and approved
two grants worth $30,000
- Adopted and implemented a First Time Homebuyer Program to offer $40,000 per
homebuyer in down payment assistance
- Issued a NOFA for $400,000 to create low and very low income housing
- Redevelopment Agency adopted City Inclusionary Housing Ordinance requirements
- Assisted in issuance of $13.2 million in construction bonds for housing projects
that will create 24 units of farm worker housing and 41 units of Very Low Income
housing

- Opened Fire Station 2 for full-time service with three new full time Fire Captain

- Acquired grant-funded mass casualty response trailer
- Acquired grant-funded tow vehicle for light and air unit
- Successfully applied for $50,000 grant for new firefighter turnout gear
Planning
- Completed revisions to the Development Code with adoption of new ordinances
pertaining to grading and mining.
- Adopted a moratorium on condominium conversions.
- Adopted new guidelines on annexation.
- Approved 76 unit housing project on property adjacent to Santa Paula Hospital
- Approved 50 unit affordable housing complex at 622 E. Main Street.
- Received award from Central Coast Chapter of American Planning Association
for City’s Visioning Project.
- Amended City of Santa Paula, City of Ventura, County of Ventura Greenbelt
- Conducted review of development process and added to new positions to department
to assist in better serving customers
- Approved 21 unit Sparkuhl Ranch project
- Approved 2,155 unit project in Fagan Canyon
- Adopted new café entertainment and outdoor dining ordinance
Police
- Reinstituted School Resource Officer at Santa Paula High School
- Reinstituted Motorcycle Officer
- Hired Stephen MacKinnon as Chief of Police
- Received $100,000 grant from Federal Government for “Weed and Seed” program
Public Works
- Began Teague Park Master Plan design
- Conducted two “Santa Paula Beautiful” community clean-up and planting events
in March and October.
- Completed management audit of the department and began implementation of audit
- Established volunteer community maintenance teams
- Continued work on new Water Recycling Facility and Corporation Yard
- Completed new commercial refuse agreements with Ojai Rubbish Service and Santa
Clara Disposal
