Mayor Clint Garman

Council Term Expires: November, 2020

Councilmember Garman was elected in 2016 and is serving his first term on the City Council. Garman is the proprietor of Garman’ Restaurant & Irish Pub and is a pastor under the Missionary umbrella. He is married to Gina with 3 children. He is a member of the Santa Paula Chamber of Commerce and sat on their board from 2009 – 2013. He also sat on the Board of Directors for AYSO Region 39 2004 – 2008. His passions include serving the Hands & Feet Children’s Village in Haiti, Many Meals, Catalyst Community and mentoring men and younger couples.

Some of his hopes for the next 4 years are:

  • Helping Harvest at Limoneira connect with downtown Santa Paula
    Working with Santa Paula Unified School District to create better environments for our next generation.
  • Making Downtown Santa Paula a destination spot for our residents and the rest of the community.

Councilmember Jenny Crosswhite

Council Term Expires: November, 2022

Councilmember Jenny Crosswhite was elected in 2012 and is serving her first term on the City Council. Crosswhite serves as pastor of First Christian Church (Disciples of Christ) in Santa Paula and has 18 years of graphic design experience. Crosswhite is fluent in English and Spanish and looks forward to continuing to serve Santa Paula during her tenure on the city council.



Councilmember Andy Sobel

Councilmember Andy Sobel is the newest member of the City Council appointed on December 10th, 2018 to fill the remaining two years of Councilmember Martin Hernandez’s term. Born and raised in Mexico, Andy moved to Santa Paul nine years ago. He is a Software Consultant and previously has been an inner-city bilingual teacher and a community organizer working on issues at the neighborhood, city, state, and national levels. He has a B.S. in Computer Science, a masters in Elementary Education, and a doctorate in Educational Administration with an emphasis in policy and planning. He was a member of the Measure T Oversight Committee (a 1% sales tax increase the community voted for) from April 2017 through December 2018. Andy will focus on communication and engagement between the community and the city government; transparency; infrastructure (most notably the city streets); aspects that affect our youth including health, education, and career readiness; bringing new business to the city; fiscal responsibility; and environmental pressures on our air and water. In his off time, Andy likes to travel with his wife and kiteboard when the wind is blowing in Ventura. Deep connections with the community are important to Andy. Councilmember Carlos Juarez

Council Term Expires: November, 2022

Councilmember Carlos Juarez was elected in 2018 and is serving his first term on the City Council. Carlos is married to Heidi and they have two adult children. Carlos attended Santa Paula elementary schools and is a 1979 graduate of the Santa Paula High School; he has a Bachelor’s Degree from the University of La Verne (Organizational Management). He worked for the Santa Paula Police Department, serving over 27 years and retiring in 2011 as the Lieutenant in charge of the Support Division. Prior to retirement and in the subsequent years, Carlos has stayed involved in the community as a volunteer with the formation of the Police Memorial and future Fire Memorial. He was vice-chair of the Measure T Committee and currently serves on several other boards and organizations. In his spare time, he enjoys playing music and performs with a band for various events locally and beyond. As a long-time resident of Santa Paula he sees the challenges facing our city, he is looking forward to this opportunity to continue to work for the residents of Santa Paula.
